Nowadays, 3D city models not only serve the purpose of planning management, economic development and city marketing and only for communities, they now also increasingly serve the private sector which includes tourism, the architecture department or the real estate industry. But above all, communities recognize that they can shorten the time for their approval procedure by using interactive, online-ready 3D models of their construction plans, and can therefore also receive more planning security as well as cost savings. At community projects, an increasing public participation is put more and more into foreground. The times where public projects were mainly presented on printed matter seem to be over forever.
Citizens want to discuss over the planned projects and therefore need more graphic support. They want to know how these projects fit into the environment, which changes will be undertaken or which alternatives would be possible without an unneeded delay of the planning approval procedure. Especially critical questions are directed towards the possible impacts on the nature and environment. To put it short: citizens want to co-decide where their tax money will be spent and want to be shown comprehensively (visually), what changes are planned in their close environment.
When talking about extensive construction plans for communities, citizens are extremely sensitive and demand the largest possible participation in these decisions. Sending a lifelike 3D model to their PC, smartphone or tablet computer provides exactly for the desired public participation. Through this possibility, citizens can download a photo-realistic model to their monitor, which he or she can then observe interactively and can walk through. But it especially demonstrates how a project will fit into the planned environment, such as a market square. Changes can also be made in real-time through the viewing of the project visualization, and alternative solutions can also be clicked.
Currently, the cities of Greven, Ellwangen and Darmstadt have used the 3D models for online-supported citizen persuasion of their projects, but also for property marketing. This service as well received by the townsmen and –women, and the construction department gave good grades to Bitmanagement for their technical visualization.
Future climatic spa ‘Greven an der Ems’ should receive a newly designed center In Greven, a small town in North Rhine-Westphalia, the rare opportunity of redesigning a square in the city district of ‘Niederort’, which will directly affect the cityscape, was offered. To the district council of Greven, the ecology and saving of resources, sustainability and the consideration of the long-time community finances, including the tax burden of the following generations were of utmost importance. Even though the quorum of 20 percent was not quite reached – and thus the citizen board’s decision invalid –, but still 59 percent of Grevener citizens voted ‘yes’ for the reconstruction which was partially due to the lifelike 3D model. The plan of remodeling ‘Niederort’ to the center of the future climatic spa ‘Greven an der Ems’ was approved by the majority of positive votes, but this was only the first step, and the second round of voting would need more citizen participation. |

The market square of Ellwangen should become the center of the historic district The construction idea was that the market square of the small Swabian town called Ellwangen should – during the process of the city cleansing – become the destination and center of the historic district. The second attempt – after the first failed end of 2011 due to the protest of the citizens – now included a 3D software-based model which was provided by the city to involve the Ellwangen people more effectively and especially more visually in the restoration plans. The city construction department of Ellwangen confirmed that the “informing of citizens on the 12th of July 2012 was all-in-all positive. The citizens definitely expressed approval for the project after they had seen the 3D demonstration, and the original number of opponents of the market square reconstruction were considerably decreased.” |

The 3D model of the ‘Darmstadtium’ supports acquisition and public participation ‘Darmstadtium’ is the meeting place of science, economy and culture in Darmstadt. With its floor area the size of 44 500 m2 and its event hall with about 1,600 seats and a small hall with space for about 500 people, 18 conference- and seminar rooms, the ‘Darmstadtium’ is a multifunctional, modern event venue with a complex space allocation plan that offers the most modern environment, energy and event technology.
